Objective

To ensure the production of nutrition survey information in the northern states, in addition to building the capacities of the Nutrition Directorate of the Federal Ministry of Health and State Ministry of Health in the areas of nutrition information management, analysis, and nutrition survey report writing.

Justification

There is a need for an overall coordinator to ensure that contingency plans to fill the potential gap in nutrition information is met and that available resources are utilised efficiently in the production of nutrition survey information. The work is to be carried out with a capacity building approach, so that state level teams are developed in the three Darfurs and that work is done as needed in non Darfur states.

Specific Tasks

Under the direct supervision and technical guidance of the Head of Nutrition and in consultation with the Surveillance Officer, the nutrition survey consultant will be responsible for:

- Liaise with the Nutrition Information Analyst (FMOH), SMOH Heads of Nutrition, UNICEF field staff and Nutrition Technical Group (FAO, UNICEF, and WHO) to accomplish the tasks and ensure that resources are mobilized (technical) to support all planned surveys against an agreed upon timeline
- Present nutrition information as needed in nutrition coordination meetings and other relevant meetings
- Ensure technical appropriateness of sampling and sampling frames, including documentation of the process
- Train nutrition survey teams/trainers of trainers in nutrition survey field work
- Revise and provide technical input into nutrition survey tools, including liaison with FAO on food security component
- Provide technical support in the field during data collection
- Provide practical training to state level teams in data cleaning and use of SMART software in data generation (eg tables) and report writing
- Use SMART ENA to review data quality, eg running plausibility checks, and give feedback to SMOH/FMOH and UNICEF
- Generate data analysis in order to ensure preliminary results available within 3 weeks of the end of data collection
- Write nutrition survey reports and use the process as practical training for state level teams
- Provide technical review of draft nutrition survey reports by SMOH teams

Expected Deliverables

Monthly report of activities against workplan, and workplan for upcoming month.

Deliverables will include:
- Overall coordination workplan (activities, teams by state) for nutrition surveys through 2009
- Input into training materials for nutrition survey analysis and reporting
- 7 nutrition survey reports (payments to be based on submission of 1-2 reports per payment)
- Consultancy report summarizing progress made, remaining gaps, and recommendations for nutrition survey information systems in 2010
Expected background and Experience
- Advanced university degree in public health/nutrition, Statistics or related disciplines.
- At least 5 years relevant professional experience with the above field
- Work experience with design, analysis and reporting of nutrition survey results
- Ability to work well with people and to give “hands-on” training
- Skills in data organization and management
- Good spoken and written English
- Good organizational and planning skills
