Strategic Information Officer Team Leader- Botswana

The Strategic Information Officer Team Lead will be responsible for providing support services to satisfy the overall operational objectives of the Organization’s AIDS Program in Botswana. The SI Team Lead will provide technical expertise for information systems design and development, and data collection, management, and analysis to support the GAP in its implementation of the USG PEPFAR plan in Botswana. The SI Team Lead will execute and evaluate the overall program area and determines the methods and approaches to be used and provide guidance and technical support through expert consultation and participation in regular meetings. The SI Team Lead will be responsible for analyzing public health issues and their impact on the scientific operations that are critical to the public health community.

Description of Responsibilities:
- Designs, implements, and conducts scientific surveys/studies or projects to identify and solve health systems related problems.
- Reviews literatures to maintain current knowledge about measuring and evaluating public health capacity and performance levels of team.
- Identify human capacity development needs and appropriate resources, and make recommendations for improving capacity among staff.
- Assist with budget planning and forecasting for the operation of SI team
- Assist with COP development. The incumbent will assist with the organization of all materials needed for COP preparation and assist in the delivery of materials to OGAC.
- Assist with the Implementation of routine human resource practices to maximize HR and partner capacity. - Attendance at local meetings and conferences within a 50 mile radius as well as in-country travel to Francistown to work with the Organization’s staff in Francistown.

Minimum Qualifications:
- Undergraduate, graduate or post-graduate training in public administration, public health, management (or equivalent experience), budget, finance, management, or a related field.
- At least three years experience in management and public health. At least 5 years experience in organizational operations. At least three years experience in budget planning for public health programs.
- Must be fluent (Level IV) in English. Must be able to read and write operation manuals and operations policy papers in English.
- Must be able to independently write structured reports and procedures for management policies.
- Excellent communication skills, including ability to negotiate, write effectively and clearly, and conduct public presentations.
