ESSENTIAL JOB DUTIES/SCOPE OF WORK:
The primary function of the Senior GBV Technical Advisor includes supporting the Chief of Party in the implementation and monitoring of a 3-year USAID GBV project in North and South Kivu. S/he will work in collaboration with GBV counterparts within the DRC Ministry of Health and coordinate activities of partner organizations. S/he is responsible for developing and managing the Performance Monitoring Plan which will monitor donor, IMC, and MOH indicators. In addition s/he will develop systems to collect and analyze information on inputs, outputs, and outcomes of the project.
Coordination
1. Coordinate and monitor activities of partner and implementing organizations
2. Facilitate dialogue and stakeholder sessions with stakeholders and partner implementing organizations
3. Manage capacity building activities of service providers to improve competencies in the delivery of specialized services, financial and program management, and advocacy
4. Manage capacity building activities of individuals, CBOs, and communities to promote community-based responses to GBV
5. Create and maintain linkages with service providers, DRC authorities and community groups/CBOs/LNGOs to enable access to comprehensive services for GBV survivors including medical, psychological, social, legal and economic services
6. Coordinate sensitization activities with local and partner organizations to raise awareness of the types and consequences of GBV as well as the services available to SGBV survivors
7. Liaise closely with local authorities, donor and partner agencies to ensure program compliance with donor policies and regulations and complementary with other agencies' efforts
8. Represent IMC at UN and government GBV coordination meetings
9. Represent IMC at local synergies/coordination meetings with local NGO and CBO groups
Technical Resource
1. Supervise and coach IMC GBV staff and all technical personnel associated with the project
2. Determine training needs for staff and facilitate trainings as needed
3. Implement GBVIMS for data collection and to inform programming
4. Provide guidance and quality feedback on the use of data and indicators
5. Compile monthly and quarterly reports, ensuring statistics are correct and on time
6. Analyze data gathered to determine and propose strategies to enhance the quality of services delivered
7. Coordinate regular assessments on perceptions of GBV at the community level to inform awareness-raising strategies
QUALIFICATIONS:
1. Advanced degree in social work, psychology, social assistance or in relevant field of study
2. At least 5 years experience managing GBV programs in a developing country
3. Prior experience in the DRC is preferred
4. Experience promoting training and capacity building for local organizations in service delivery
5. Creative with ability to excel in a challenging environment
6. Familiarity with international humanitarian operations, coordination structures, and the mandates of donors, UN agencies, and other NGOs (both international and local)
7. Profound cross-cultural awareness and insight into GBV issues
8. Ability to exercise sound judgment and make decisions independently
9. Team player and strong communication skills, both oral and written
10. Ability to relate to and motivate local staff effectively
11. Ability to handle difficult situations tactfully and diplomatically
Language Skills:
1. Fluent in French
2. Ability to read, analyze and interpret, technical and non-technical English language documents and manuals.
3. Ability to write reports, and manuals.
4. Ability to effectively present information and respond appropriately to questions from senior managers in the field and HQ, counterparts, senior government and rebel leaders and other related regional players
OTHER COMMENTS:
While performing the duties of this job, the employee frequently works in precarious places. The employee could occasionally work in outdoor weather conditions. There may be no telephones, air conditioning, central heating or electricity in the home or work place. Frequent travel between program sites is a requirement of this position
